Joint Shenandoah Municipal Development District and City Council Meeting June 28, 2023 Update

Council Attendance: Present:   Mayor John Escoto, Mayor Pro Tem Charlie Bradt (Position 4), Mike McLeod (Position 5), Jim Pollard (Position 3), Ted Fletcher (Position 2)   and Ron Raymaker (Position 1)       

MDD Attendance:Present:  President Byron Bevers, Vice President Ron Raymaker, Secretary Joanna Gonzalez, Director James Wallace and Director Ted Fletcher (President Bevers left the meeting at 6:30 p.m.)


ITEM 4: Monthly MDD Cash Flow Report - No MDD action needed; report included in supporting document link.

ITEM 5: Monthly Capital Project Report - No MDD action needed; report included in supporting document link.

ITEM  6: Discussion of the 2023-24  Capital Projects Plan- -This item is presented at the joint meeting discussion of the capital projects and funding opportunities for the 2023 – 2024 fiscal year. Staff provided updates and answered questions about the projects that are MDD eligible. No action needed;  discussion only.

ITEM 7:  2023-24 MDD Operating and Capital Budget   The proposed budget document does not show the capital projects that have been approved as a result of the joint meeting but will be added during this agenda discussion and the budget will be adopted with those projects.  MDD tabled this item until the July meeting.

ITEM 8: Splash Pad Improvements Staff received cost estimates for improving the splash pad.  Staff will work with the lowest bidder to correct the drainage through  the installation of additional concrete benches that will prevent water from running over the edge of the cool deck, causing bedding material to run onto the cool deck. This solution will also provide additional seating for a splash pad area. Water will be routed into the drains and off the surrounding landscaping. MDD voted 5-0 to approve $15,000 for the improvements.
