Municipal Development District(MDD) November 16, 2022 Update

Attendance:  

Present:    Dr. Jim Wallace (Place 2), Ted Fletcher (Place 5) and Joanna Gonzalez (Place 3)  Absent: President Byron Bevers (Place 4),  Ron Raymaker (Place 1) . Ted Fletcher presiding.


ITEM 4: Monthly Cash Flow Report - As requested by MDD, staff has created a visual for a 5-year cash flow projection for the MDD as well as a monthly cash flow report for future agendas.  Discussion only. 

 ITEM 5. Monthly MDD Report- No action required; report only.   


ITEM 6. Pine Forest LightingThe four streetlights on Pine Forest are the last streetlights on commercial streets that are powered by a solar/battery power system. Staff recommended replacing the solar/battery power system with wiring to the electrical grid to provide a more reliable lighting system for Pine Forest. Staff contacted the installation crew for the original lights, and they provided a quote of $18,485.25 to wire them to the grid.  This expense is eligible for MDD funding.  MDD voted 3-0 to approve the funding. 

ITEM 7. Vision Park Pond-  The Vision Park project was split into two phases for budgeting. Phase 1 excavation and pond construction was approved for $1,350,000. The remainder would be budgeted for the Phase 2 amenity package.  Staff is requesting the board release the excess budget dollars for the excavation and reassign those funds to the amenity portion in advance to allow bidding on the amenity project so that it can take place as the excavation work is finalizing.. Excavation is planned to be complete by end of January 2023. MDD voted 3-0  to release the $350,000  from Phase 1.   MDD voted 3-0 to table the funding for Phase 2 until the December meeting. 


ITEM 8. Equipment Replacement Purchases- 
During the 2022-2023 budget process, the Board approved the creation and contribution to an equipment replacement fund similar to the equipment replacement fund in the city budget. One item on the contribution list is pool furniture that periodically needs to be purchased to replace old and broken furniture.  Staff is requesting that the board approve purchases up to the $5,000 that is allocated towards the pool furniture in the fund. Any unused funds will remain in the equipment replacement fund.  MDD voted 3-0 to approve the expenditure.


ITEM 9. Approval of the August 24, 2022 Meeting Minutes- MDD voted 3-0 to approve the minutes as presented. 

 

ITEM 10. Ratification of October 2022 Accounts Payable- MDD voted 3-0 to ratify the accounts payable. 


City Administrator Update

  • At the Montgomery County Commissioners' Court meeting on November 8,  $3 million was secured for the connection of David Memorial to State Highway 242.
