ITEM 4: MDD Monthly Cash Flow Report - As requested by MDD, staff has created a visual for a 5-year cash flow projection for the MDD as well as a monthly cash flow report for future agendas. Discussion only.
ITEM 5: General Fund Reimbursement Presentation- Every year the MDD budgets for reimbursement to General Fund for shared costs. In the past, the City Administrator and President have signed off on the transfers on a Quarterly basis. The Finance Department wanted to promote financial transparency and present the transfers to all members of the MDD board and to the public at the end of the fiscal year. This year's budget was:
- Budgeted amount: $879,358.00
- Actual: $1,062,522.56
- Difference: $183,164.56
The basic difference was the new negotiated cost of The Woodlands Fire contract which increased by $184,000. MDD voted 3-0 to release the funds.
ITEM 6: Entrance Signs - This project would add two (2) monument signs on each side of Interstate 45 indicating the beginning of Shenandoah City limits. During the August 4 City Council budget workshop, Council members indicated that they would like signs for the I-45 feeder that are larger than the new entrance sign installed on Six Pines. Staff increased the anticipated cost of the signs to $100,000 each. Staff sought the MDD Board’s approval of the entrance signs to amend the 2022-2023 budget and 5-year capital improvement plan to show funding. Council voted 3-0 to budget $30,000 for the design of the signs in the 2022-2023 budget and to put $170,000 in the following year's budget for the construction of the signs.
ITEM 7: ACP Change Orders- This project has incurred two (2) change orders. The first change order totaled $57,534.44 due to a replacement of an additional ACP waterline found on Southwood Drive between the helipad and I-45 and a stormwater utility conflict at David Vetter and David Memorial. The second change order totaled $29,500.00 to remove a concrete slab that was covering the existing ACP, and adding a short waterline extension at Memorial Hermann with valves and hydrants to extend the waterline out from underneath concrete paving and provide a connection for future expansion. The total cost to the MDD Board reimbursement is $60,924.11. MDD voted 3-0 to approve the reimbursement.
