Joint Meeting of Municipal Development District (MDD) and City Council June 22, 2022 Update

The Joint Meeting of City Council and the Municipal Development District began at 5:30 pm.


  • MDD Present:   President Byron Bevers (Place 4),  David Hoover (Place 2). Joanna Gonzalez (Place 3), Ted Fletcher (Place 5) and Ron Raymaker (Place 1) 
  • Council  Present:  Mayor John Escoto, Mayor Pro Tem Charlie Bradt (Position 4), Mike McLeod (Position 5), VACANT (Position 3), Ted Fletcher (Position 2) and Ron Raymaker (Position 1)

ITEM 3:  Monthly Cash Flow Report-   As requested by MDD, staff has created a visual for a 5-year cash flow projection for the MDD as well as a monthly cash flow report for future agendas.   Discussion only.

ITEM 4: Proposed 2022-2023 Capital Projects-  The capital improvement project list is presented for discussion of capital project funding for the 2022-23 fiscal year.  The staff-ranked projects are as follows; details are available in the supporting document link above: 

  1.    David Memorial Extension
  2. Vision Park Deepening and Amenity
  3. East Side Drainage Improvements
  4. I-45 Intersection Improvements
  5. Redevelopment Zone Storm Drainage
  6. David Memorial at Tamina Intersection Improvements
  7. Park Underground Drainage
  8. David Memorial Pathway
  9. Shenandoah Park Drive Asphalt Replacement
  10. Pool Deck Rehabilitation
  11. Court Resurfacing
  12.  Entrance signage

No action needed; discussion only.

ITEM 5:2022-2023 MDD Operating and Capital Projects Budgets -  As requested by the board, the 2022-2023 MDD Budget has been proposed to be adopted following the MDD & Council joint meeting. The proposed budget document does not show the capital projects that have been approved as a result of the joint meeting but will be added during this agenda discussion and the budget will be adopted with those projects.  MDD tabled action pending requested information on items that could be handled similarly to the equipment replacement plan used by city staff.

ITEM 6:  Ratification of May Accounts Payable- MDD voted 4-0 to ratify the accounts payable.
