Municipal Development District (MDD) Update April 27, 2022

Attendance:  Present:    President Byron Bevers (Place 4)David Hoover (Place 2),  Joanna Gonzalez (Place 3), Ted Fletcher (Place 5) and Ron Raymaker (Place 1) 

ITEM 4  MDD Monthly Cash Flow Report -  As requested by MDD, staff has created a visual for a 5-year cash flow projection for the MDD as well as a monthly cash flow report for future agendas.  Discussion only. 

ITEM 5:  Toddler Park Parking -   The latest design has 4 pull-in parking spaces that are set perpendicular to Shenandoah Dr., with one being ADA van accessible. This parking solution will require the removal of mature live oak and bedding, the relocation of existing underground utilities, and the purchase of a new storm inlet    Council voted 4-1 to approve funding of the parking spaces for the Toddler Park and the posting of "no parking" signs from the west sidewalk entry to the parking lot on the eastbound side of Shenandoah Drive.  (Bevers nay)

ITEM 6: 2022-23 Budget Calendar-   Staff proposed a workflow similar to the following and it was approved: 

  • May – Capital Discussion – MDD : Review Capital Improvement Plan and Current Projects 
  • June – Budgets Delivered to Council and  MDD : Council starts budget discussions at regular June meetings 
  • June – Joint Workshop – Council and MDD: Go through the initial list from Council’s May Meetings and determine and agree on funding 
  • July – MDD Budget Approval: Council continues budget discussions at regular July meetings 
  • Beginning of August: City Council Budget Workshop 
  • End of August: City Council Approves Budget  

MDD voted 5-0 to accept the proposed budget calendar.

ITEM 7:  Approval of January 26, 2022 Minutes   MDD voted 5-0 to approve the minutes.

ITEM 8 : Ratification of the March Accounts Payable-   MDD voted 5-0 to ratify the accounts payable.

MDD adjourned at 6:16 pm.

May 7: Municipal Election, 7 am - 7 pm (City Hall will be the Pct. 31 voting site)
