Municipal Development District (MDD) Update March 23, 2022

Attendance:  Present:    President Byron Bevers (Place 4)David Hoover (Place 2),ed Fletcher (Place 5) and Ron Raymaker (Place 1)  Absent:  Joanna Gonzalez (Place 3)

ITEM 4  MDD Monthly Cash Flow Report -  - As requested by MDD, staff has created a visual for a 5-year cash flow projection for the MDD as well as a monthly cash flow report for future agendas.  Discussion only. 

ITEM 5:  Toddler Park Parking -   The latest design has 4 pull-in parking spaces that are set perpendicular to Shenandoah Dr., with one being ADA van accessible. By consensus of city council, no parallel parking was desired at this time, but could be considered if additional parking is needed after the construction of the aforementioned spaces.  President Bevers asked staff to consider additional landscaping options, especially including a natural barrier between the park and the homeowner. .  Discussion only.

ITEM 6: Election of MDD Officers-    Per the MDD bylaws, officers on the MDD Board must be elected annually.  All Officers shall serve for terms of one year or until their successors are elected. At this time, the officers are as follows: Byron Bevers – President;  David Hoover – Vice President; and  Ron Raymaker – Secretary.  MDD voted 4-0 to re-elect the same slate of officers for another term.

ITEM 7:  Authorize Representatives as Signers -   This resolution is on authorized signers is being updated with the new Allegiance Bank Accounts and removing the former Wells Fargo Bank
Accounts. MDD voted 4-0 to approve the new account signers.

ITEM 8:  Vision Park Detention Pond Update-   The Vision Park detention pond expansion and amenity project is currently under redesign to expand the capacity of the pond and to create an amenity. The project includes two pedestrian bridges, a tiered wall, three fountains in the pond, pathway lighting and added landscaping. At the request of the MDD board some pathway alignments were changed, parking spaces were added and additional landscaping was added to the plans. Discussion only.

ITEM 9: Ratification of the January and February Accounts Payable-   MDD voted 4-0 to ratify the accounts payable.
