The Community Development Department is responsible for issuing development permits and performing residential and commercial inspections for new construction or renovations to existing structures.

The City Administrator is the initial point of contact for developers who approach Shenandoah with potential projects. The City Administrator determines the viability of these projects and how they would fit into the city’s comprehensive plan. Proposed development projects are reviewed extensively by the city’s Planning and Zoning Commission, with final action by the City Council.
